Following an audit by the Australian National Audit Office, which highlighted deficiencies in an outdated procurement framework, the client was required to undertake a comprehensive redesign of its procurement function. This included addressing gaps in governance, documentation, and operational consistency. The challenge was not only to achieve compliance with the Commonwealth Procurement Rules but also to embed a fit-for-purpose framework capable of supporting modern, agile procurement practices.

Reframing procurement: From compliance gaps to best practice delivery
We delivered a structured and collaborative approach to uplift the client’s procurement capability. This commenced with a detailed gap analysis against the Commonwealth Procurement Rules and leading procurement models to identify areas of non-compliance and inefficiency. We then facilitated stakeholder workshops and targeted consultations to better understand operational challenges, user pain points, and business requirements across the organisation.
Building on these insights, we developed a contemporary procurement policy that strengthened governance, clarified roles and responsibilities, and improved compliance outcomes. This resulted in a streamlined, end-to-end procurement framework covering sourcing, evaluation, contract award, and supplier management, ensuring consistency across each stage of the procurement lifecycle. To support adoption, we created a suite of standardised, user-friendly templates and guidance materials that improved usability and reduced variability in procurement practices.
We worked closely with the client to embed the new framework through practical implementation support. This included developing clear process guidance, decision-making tools, and approval pathways to improve consistency and reduce ambiguity in procurement activities. We supported capability uplift by delivering tailored training and targeted knowledge transfer to key personnel, ensuring the framework could be applied confidently in day-to-day operations.

Delivery of a robust procurement framework that enhanced compliance, efficiency, and transparency across the Agency. We delivered a comprehensive procurement policy and framework that significantly strengthened alignment with CPR requirements while enabling more efficient and transparent procurement processes. The gap analysis provided a clear, prioritised roadmap to address identified deficiencies and embed better practice across the function. The redesigned framework and supporting tools improved process standardisation, reduced duplication, and lowered the administrative burden on staff.
We further provided strategic recommendations to support ongoing procurement capability development, including the introduction of performance metrics, monitoring mechanisms, and continuous improvement initiatives. This ensures the framework remains adaptable and effective in meeting evolving organisational and regulatory requirements over time.
