The Western Sydney International Airport Project is one of the most significant infrastructure projects in Australia, generating economic activity, providing employment opportunities, and meeting Sydney’s growing aviation needs.

The ongoing challenge is to ensure that every procurement process is robust, defensible, and trusted by all stakeholders.  

How we helped

We ensured the selection process for the key delivery partner entity was conducted with transparency and fairness. 

OCM’s role includes:

  • overseeing probity for the early earthworks and bulk earthworks package, which involved managing the integrity of procurement for the initial and large-scale construction activities on-site.
  • supporting the experience centre procurement, helping to ensure that the process for selecting partners to deliver the airport’s visitor and engagement centre met the highest standards of probity.
  • advising on the terminal design competition and the subsequent design and construction phases, to guarantee that all competitive processes were robust, defensible, and equitable.
  • providing probity oversight for the landside and pavement works, ensuring all procurement activities related to access roads, parking, and external infrastructure were conducted with integrity.
  • managing probity for the airside civil works, which included the critical infrastructure within the airport’s operational zone, such as runways and taxiways.
  • advises on the procurement of baggage handling systems, ensuring the process for selecting technology and delivery partners was fair, transparent, and aligned with project governance.
Results that matter

Our advice was recognised in an Australian National Audit Office Performance Report, which highlighted probity as a strength of the open tenders conducted, attributing this not only to our full involvement but also to the authority and responsiveness granted by the Western Sydney Airport Corporation.

The partnership has ensured that every procurement process is rigid, defensible, and trusted by all stakeholders.
