The challenge
In response to the NSW housing crisis, Landcom sought to accelerate the delivery of affordable housing through the establishment of the Affordable Housing Delivery Panel (AHDP), a strategic initiative designed to foster effective partnerships with Community Housing Providers (CHPs), streamline procurement processes, and uphold transparency and accountability.
To support this, Landcom engaged OCM to provide probity advisory services. While the NSW Government had granted Landcom access to expedited planning pathways, to fast-track affordable housing delivery, feedback from the CHP sector revealed that previous procurement processes were somewhat complex and at times resource intensive.
Landcom needed a solution that would reduce time, cost, and administrative burden while maintaining fairness and public trust. The AHDP was conceived as a mechanism to simplify engagement, support collaborative outcomes, and ensure defensible procurement aligned with strategic housing objectives.
How we helped
Reviewed Request for Proposal (RFP) documentation including the Information Memorandum and Evaluation and Probity Plan.
Provided real-time probity advice throughout the evaluation process, attended evaluation meetings, supported governance structures, advised on managing tenders, conflicts of interest and market communications.
