The challenge
The city of Subiaco sought to deliver a landmark civic redevelopment that would reflect the community’s values and aspirations while setting a benchmark for design excellence and sustainability.
OCM guaranteed the project was delivered with transparency, fairness, and compliance with the City’s governance obligations and the Local Government Act 1995 (WA).
Given the significance of the site and the complexity of the project, the City opted for a two-stage procurement process comprising an Expression of Interest (EOI) and a Design Response phase. The City needed to demonstrate value for money and maintain public trust throughout the process.
OCM was engaged to provide probity advisory services for the two-stage procurement process to select a multidisciplinary design team for the development of a new Civic Building and Civic Precinct Plan.
How we helped
Reviewed Stage One and Two Conditions and evaluation plans to ensure clarity and alignment with probity principles.
- Provided probity briefings and real-time advice to during evaluation meetings.
- Observed all evaluation meetings to ensure consistent application of evaluation criteria and scoring.
- Observed workshops with respondents to confirm consistent structure and access to evaluation members was provided fairly.
- Reviewed and provided advice regarding conflicts of interest being appropriately disclosed and managed, with documentation maintained.
- Confirmed that confidentiality protocols were upheld and that no probity breaches occurred during the process.
Results that matter
No material probity breaches identified across both stages of the procurement process.
The recommendations and outcome of the Stage One and Two evaluation processes were deemed defensible and aligned with evaluation criteria.
- Clear record keeping of project document, evaluation records and reports.
- Ongoing management and reminder regarding obligations to declare any conflicts of interest/associations.
- Confidentiality and security of information remained key ongoing consideration and continues after the end of the procurement processes.
