Enabling future-ready operations through structured procurement

The challenge

Strategic procurement, when tailored to organisational needs and supported by rigorous evaluation and governance, enables confident decision-making in complex, high-value system selections.

The client sought to procure a future-ready suite of Operational Support Systems that would integrate with Microsoft Dynamics 365 and key third-party platforms. These systems included Treasury, Loan, Portfolio, and Credit Assessment tools. The high-value, strategically critical program required a structured and transparent procurement process to balance functionality, delivery risk, and ecosystem integration. OCM was appointed to design and implemented a tailored procurement approach that supported specification development, market engagement, vendor communications, and evaluation governance. We ensured our approach delivered a defensible and risk-managed outcome.

How we helped

Conducted a comprehensive needs assessment with key stakeholders to define technical, functional, and integration requirements.

Developed a procurement strategy that balanced modular vs integrated solutions, cost implications, and long-term scalability across the client's digital ecosystem.
Prepared detailed Request for Proposal (RFP) documentation, ensuring alignment with Housing Australia’s regulatory obligations and operational requirements, and managed the market approach - including issuing the RFP, facilitating supplier briefings, and overseeing a structured Q&A process to ensure transparency.
Implemented a rigorous evaluation framework to assess supplier proposals based on technical capability, integration feasibility, cost-effectiveness, and overall value, while conducting financial and risk assessments to compare system configurations and inform decision-making.
Designed and executed a negotiation strategy to optimise commercial terms, ensuring Housing Australia secured a cost-effective, future-proof solution that met both operational and strategic objectives.

Results that matter

The client is in the end stages of successfully procuring a suite of Operational Support Systems that balance functionality with integration feasibility.

The procurement process provided a clear and transparent decision-making framework, ensuring the best-fit solution is selected.

The client gained clarity on the trade-offs between a best-of-breed vs. an all-in-one solution.

The structured evaluation and clarification approach ensured that evaluators and executives had confidence in the process, and could gain important clarity on rare functionality elements that are essential for upcoming business initiatives.
