A State Government department responsible for designing, delivering and measuring whole of population strategies to improve health and wellbeing across the state was navigating an increasingly complex operating environment as its role continued to evolve.
As the scope and scale of its work grew, there was a need to define clear strategic direction, establish effective governance and build the capability to manage and deliver multiple complex programs concurrently. Delivering impact across interconnected systems required both strong alignment and disciplined execution.

OCM partnered with the department, supporting both the development of strategic direction and the strengthening of delivery capability.
In partnership with stakeholders, we led a comprehensive strategic planning process that culminated in the department’s strategic plan, informed by extensive stakeholder and staff engagement to define clear priorities while building alignment across teams and partners. In parallel, a future-state approach to program management was embedded, working alongside delivery teams to strengthen planning, governance and execution.
A comprehensive Project Management Framework was developed, supported by a Microsoft-based tool that integrated planning, reporting, risk tracking and workflow management, creating a consistent and connected approach to delivery.
A strong emphasis was placed on capability building, ensuring internal teams developed the skills, structures and confidence needed to sustain performance.

OCM’s work has enabled the department to operate with greater clarity, alignment and confidence. The development of clear strategic priorities has strengthened the connection between organisational intent and day-to-day delivery, supporting more focused planning, decision-making and coordinated action across complex program areas.
Governance, planning and oversight mechanisms have been strengthened, improving transparency, accountability and leadership visibility across the department’s work. This has been complemented by the delivery of high-quality outputs, including action plans and program frameworks, which have strengthened engagement with executive and senior government stakeholders and supported more informed decision-making.
At the same time, a strong emphasis on capability building has resulted in a measurable uplift in internal skills and confidence, enabling teams to manage complex programs more effectively and sustainably. Improved stakeholder engagement and cross-sector collaboration have further supported more integrated and aligned delivery, strongly positioning the department to achieve enduring system-wide impact.
