Andrew Marsden is a highly experienced procurement, governance, risk and assurance practitioner who provides a suite of risk, assurance, compliance and advisory services across all levels of government.

With well over 20 years of experience — including sixteen years as a founding Partner of OCM — Andrew leads probity, procurement and governance product quality assurance and provides national leadership at OCM.

Andrew is a recognised probity and procurement specialist and has delivered services to most State and Local Government organisations in NSW. His major focus includes procurement and delivery risk services, project governance, probity, ethics and conflict-of-interest management. He works closely with government and not-for-profit clients to design robust, pragmatic procurement governance models that align with legislative and policy requirements.

Throughout his career, Andrew has worked on more than 3,000 individual engagements withe the majority centred on organisational decision-making, especially at key policy and program decision points — providing practical solutions that deliver confidence and transparency. His background includes senior roles at Deloitte, government and the not-for-profit sector, and he has presented widely on probity, ethics and procurement governance, including supporting international governments on PPP frameworks for the Asian Development Bank.
