The challenge

Limited governance clarity and fragmented procurement processes constrained performance, compliance, and the ability to consistently achieve value for money outcomes.

A Commonwealth corporate entity recognised the need to uplift its procurement capability to better align with the Commonwealth Procurement Rules (CPR) and contemporary best practice. While existing policies and frameworks provided a foundation, they lacked consistency, clarity, and the structure required to support efficient and scalable procurement activity.

The client also had gaps in governance, documentation, and the end-to-end procurement lifecycle, limiting the organisation’s ability to manage risk effectively and demonstrate compliance. The client required a comprehensive review to identify these gaps and deliver an integrated solution that would strengthen procurement practices and support long-term capability uplift.

Delivering a targeted procurement maturity assessment to reveal critical gaps, unlock efficiencies, and drive stronger, more accountable procurement performance.

OCM undertook a structured procurement maturity assessment, combining stakeholder engagement, document review, and benchmarking against leading practice to identify strengths and priority areas for improvement.

We facilitated workshops with key stakeholders to surface procurement challenges, compliance risks, and operational inefficiencies, ensuring the solution was grounded in real operational needs. These insights informed the design of a refreshed procurement framework aligned to the client’s strategic objectives.

Partnering with the business, we developed an updated procurement policy aligned with CPR requirements, supported by clearly defined processes, governance controls, and decision pathways. In addition, we designed integrated source-to-contract and contract management frameworks to strengthen planning, market engagement, evaluation, and supplier performance management.

A suite of practical tools, templates, and guidance materials was also delivered to support implementation and embed consistent practices across the organisation.

The contract management framework improved supplier governance, performance monitoring, and risk management, increasing the organisation’s ability to manage contracts proactively and effectively.

Importantly, the supporting tools and templates embedded clarity and consistency in procurement practices, enabling the organisation to sustain improved capability, realise value for money, and strengthen procurement outcomes over the long term.
